Raymond E. Carroll
Ray and his father, Ernie Carroll, founded the firm in 1984. Ray has been a practicing appraiser since 1975 and he served as president of the firm from 2002-2017. Today Ray’s practice is specialized in consulting, fractional interest appraisals, and FEMA 50% Rule assignments.
Ray earned his Bachelor of Science degree in Real Estate from Florida Atlantic University in 1975. He holds the MAI and SRA designations of the Appraisal Institute, he is a licensed Florida Real Estate Broker, and he is a Certified Floodplain Manager (CFM).
A graduate of the Leadership Collier Class of 2000, Ray served in numerous civic offices including leadership positions on the Naples Airport Authority, NCH Community Blood Center, Liberty Youth Ranch, the Committee to Save the Zoo at Naples, Naples Flying Club, the Friends of Rookery Bay and the Old Timers Reunion. He is past president of the board of directors of Naples Zoo, Inc. He is a recipient of the Ad Miller Award and a member of the Hall of Fame for the Naples Area Board of Realtors and was named one of the 2011 Men of Distinction by the Collier County Education Foundation.
Fun fact! Ray enjoys hunting, boating, camping and storytelling. He is a private pilot and owner/operator of POGO, a 1953 swamp buggy built by his grandfather.
Cindy S. Carroll
Cindy is a recognized industry leader and has become a noted speaker on the Southwest Florida real estate market. She has served on the board of directors of the West Coast Florida chapter of the Appraisal Institute and the Collier County Bar Association’s Foreclosure Task Force. She serves on the Media Relations Committee of the Naples Area Board of Realtors. Cindy holds the SRA designation conferred by the Appraisal Institute.
Prior to joining the family business, Cindy was Real Property Manager for the Collier County Board of County Commissioners and a legal assistant to the County Attorney.
Fun Facts! Cindy served as Assistant Scout Master of Boy Scout Troop 25 and is a member of the Order of the Arrow, scouting’s honor society. Cindy co-chairs the Naples’ Old Timer’s Reunion, she owns and operates a vintage swamp buggy known as “Growlin Gertie”, and she is a horse owner.
Gary L. Moser
His practice includes appraisals for mortgage underwriting purposes, estate planning and settlement, buy/sell decisions, and litigation.
Fun facts! Gary enjoys running, working out, mountain biking and paddle boarding. Before appraising, Gary served eight years in the US Navy (USS George Washington) touring overseas in the Mediterranean and Persian Gulf.
Timothy W. Sunyog
Tim Sunyog is a native Neapolitan and one of the principals of Carroll & Carroll. His appraisal career began at Carroll & Carroll in 2005 under the supervision of Ray Carroll, MAI, SRA and he became one of the principals January 1, 2018.
Tim is experienced in all commercial property types with primary focus in the Collier and Lee County markets. He also has experience in Hendry and Charlotte County and the Greater Orlando real estate market. His practice includes appraisals for mortgage loan underwriting, condemnation, feasibility analysis, buy-sell decisions, estate planning, insurable value, and ad valorem tax appeal. He has qualified as an expert witness in Collier County Circuit Court.
Tim earned his Bachelor of Arts degree in Economics from Rollins College and he holds the MAI designation from the Appraisal Institute. In addition to his appraisal certification, he also holds a real estate sales associate license. He is currently serving on the Board of Directors for the Florida Gulf Coast Chapter of the Appraisal Institute and is an active member of the Naples Jaycees.
Tim is a lifelong Naples resident who enjoys boating, fishing, golfing, and spending time with his family. He was a member of the Rollins College, 2002 NCAA Division II National Champion Golf Team.
Julianne Tipton Ross
Julie is an expert in the Sanibel/Captiva markets and she is a member of the Sanibel/Captiva Islands Association of Realtors.
Fun Facts! Julie enjoys singing, gardening, painting and cooking. She is an active member at North Naples United Methodist Church and has been a facilitator in life skills classes for female inmates in Lee County.
Roger D. Fosgate, Jr.
Roger is a member of the Naples Area Board of Realtors. His practice includes appraisals for mortgage loan underwriting, litigation, estate planning and settlement, buy/sell decisions, ad valorem tax assessment challenges, and insurable value estimates. Roger is a HUD-approved FHA appraiser.
Fun Fact! Originally from Framingham Mass., Roger made Naples his home in 1989 and enjoys fishing and golfing.
Joshua M. Sicard, MAI
Josh is experienced in all commercial property types. His primary focus is currently in Collier and Lee Counties; however, he has experience in numerous Southwest Florida markets including Charlotte, Hendry, Glades, Sarasota, and Manatee Counties. His practice includes appraisals for mortgage loan underwriting, condemnation, estate planning, and insurable value. He also provides consulting for a variety of services including but not limited to feasibility analysis, buy-sell decisions, etc.
Josh graduated from the University of Florida in 2006 with a major in Building Construction and a minor in Business Administration. In 2014, Josh earned the MAI designation conferred by the Appraisal Institute. In addition to his appraisal certification, Josh is also a licensed contractor.
Having grown up in Naples, Josh enjoys boating, fishing, and spending time with his family.
Tim O'Neill, SRA
Tim O’Neill grew up in Naples. He joined Carroll & Carroll in February of 2011 with nearly 15 years of appraisal experience and became one of the firm’s principals as of January 1, 2018.
His emphasis is in the luxury market but remains active in most Collier County neighborhoods big or small. Tim holds the coveted SRA designation conferred by the Appraisal Institute for expertise in residential property. His practice includes appraisals for mortgage lending, litigation, estate settlement and planning, and buy/sell decisions. He is qualified, and has testified, as an expert witness in Collier County Circuit Court.
Tim studied Exercise Science at Wright State University and Cleveland State University while competing collegiately as a swimmer.
Fun Facts! Tim enjoys swimming, practicing yoga, boating and eating tacos. He supports the Florida Cancer Specialist Foundation and the Humane Society of Collier County.
Chris was born in New Jersey but raised here in Naples. He graduated from Florida State University with a bachelor’s degree in Finance and Real Estate in 2018. Chris joined Carroll and Carroll as an intern working with the commercial appraisal division in 2017 and became full-time with the firm in 2018 after graduation. Chris has earned his Appraiser Trainee License, Real Estate Salesperson License and is currently working towards his Certified General Appraiser License. He enjoys playing golf and hockey, fishing, and playing with his chocolate lab, Charlie, in his free time.
